Phyllis is a native of New Orleans and was raised in the Catholic traditions. She attended Catholic elementary schools for most years and graduated from Immaculata High School. She attended Nichols State University where she double majored in accounting and computer science. She was awarded a CPA and practiced public accounting and later on tax staff at McDermott Engineering. She moved to Houston to attend Rice University where she received her Master of Business and Public Management next going to work for IBM as a system engineer and leaving the work force when she began her family. She is a member of Christ the King Parish but also attends and administers Bible study at St. Monica’s. She has supported the Bishop’s Gala for many years and has recently been on the Host Committee. She is a member of the Angels working on the annual Christmas tree drive and supports Camp Summit. She has taught ESL to adults and privately mentors young women who are the first generation in the family attending college. She is married to Guy Conces and has two adult children.
